EHPA Position Paper on the revision of the F-gas Regulation (517/2014)

| Fluorinated gases (F-gases) are greenhouse gases. In small amounts, they play a crucial role in heat pumps.

Fluorinated gases (F-gases) are greenhouse gases. In small amounts, they play a crucial role in heat pumps. The EU’s 'F-gas Regulation' aims to reduce their impact on the climate. It requires a phase down in use of F-gases and bans some types of them. This is fully supported by the heat pump sector, which supports a shift to a net zero Europe - and indeed has been working towards it from day one.

However, the European Commission is now revising the Regulation and its latest proposal is much more drastic. Concerningly, there is a disconnect between the proposal and the huge increase in heat pump deployment proposed by the Commission’s own REPowerEU plan of May 2022.

In this position paper, we make recommendations to ensure the F-Gas Regulation is compatible with the higher REPowerEU targets for heat pumps, and helps all Europeans have access to clean heating for their homes and workplaces.
