18 June 2010: Publication of EPBD and Energy Labelling recast Directives

| On 18 June 2010 the texts of the recast EPBD and Energy Labelling Directive have been published in the EU Official Journal. The EPBD recast Directive will enter into force on 8 July 2010. The methodology for calculating the energy performance of buildings will be adopted at either regional or national level (Art.3), in accordance with existing EU standards and legislation. Indeed, EU institutions failed to agree on a common ethodology to be developed at EU level. But the Commission should come up with a comparative methodology framework for calculating the cost-optimal levels of minimum energy performance requirements for buildings and building elements (Art.5) by 30 June 2011. This comparative methodology will be developed through delegated acts.

The recast Directive entered immediately into force after its publication at the EU Official Journal on 18 June 2010. All details on the content (e.g. the three additional classes A+/A++/A+++) and the design of the energy label for product groups, like the Ecodesign lots, will be defined by the Commission through delegated acts (Art.10).
