			<content:encoded><![CDATA[<p style="text-align:justify; text-justify:inter-ideograph">2011 was an outstanding year for the heat pump sector in Belgium. In comparison to 2010, the number of sales increased by 80%. This positive news was published by the Association for Thermal Techniques of Belgium (ATTB). In general, the heating sector remained stable, without a spectacular growth. As such, the big growth in the Belgian heat pump market is even more remarkable.</p>
Hence, after a selling of 2500 units in 2009 and 3000 units in 2010,  about 6000 heat pumps were sold in 2011 in Belgium. 75% of them concern  air/water heat pumps, the other 25% are air/air heat pumps.
One of the reasons for this positive outcome might be the deletion of the fiscal tax deduction. Especially December was a very good month for the heat pump sector, since the sale increased by about 100% in comparison to December 2010.

			<title>The EU needs a more comprehensive energy plan</title>

			<content:encoded><![CDATA[<p style="text-align:justify; text-justify:inter-ideograph"><span lang="EN-US">On 25 January, representatives of many energy-related industries and organizations gathered together at the Fleishman-Hillard Brussels Office to have a round table discussion on the future of the EU energy mix. After the introduction speeches and comments of Dagmara Koska, Member of Cabinet of Energy Commissioner Günther Oettinger, and Sanjeev Kumar, Senior Associate at E3G, the participants could voice their own views on the topics.</span></p>
<p style="text-align:justify; text-justify:inter-ideograph"><span lang="EN-US">The discussion started with an overview of the European Union’s recent energy policy, thereby concentrating on the draft of the Energy Efficiency Directive (EED) and the Energy Roadmap 2050. </span></p>
<p style="text-align:justify; text-justify:inter-ideograph">Most of the attention went to the item of energy efficiency. It became clear that this was a hot and complex topic, which triggered many questions and different opinions. Some were saying that the Commission did not go far enough in their draft proposal, while others were pointing at the gaps in the proposals. Thus, the Danish Presidency of the Council will certainly have a difficult task in closing a deal around this issue before the end of its legislature (June 2012).</p>
<p style="text-align:justify; text-justify:inter-ideograph"><span lang="EN-US">A second major point of discussion concerned the financial aspect, i.e. who is going to pay to make sure we will use energy in a more efficient way? Some representatives were highlighting the lack of a real financial plan on how to cover the costs to achieve the goal. Given the upcoming debate of the next EU multi-annual financial framework, this will certainly be a hot issue. Regarding this, some were opting for creating special banks to give incentives and loans to customers to invest in energy efficient living. The German KFW (a government-owned development bank) was mentioned several times as a successful example.</span></p>
<p style="text-align:justify; text-justify:inter-ideograph"><span lang="EN-US">Finally, there were some voices who argued that it has become very complicated to really understand what way the EU wants to go to, since there are many different kind of Directives, drafts, roadmaps etc. that are sometimes conflicting. It will be a challenge for the EU to align its different proposals and Directives in order to come to a comprehensive short-, mid- and long-term energy policy plan.</span></p>
<p style="text-align:justify; text-justify:inter-ideograph"><span lang="EN-US">The EHPA continues its task to ensure that the heat pump technology will be considered in the final Energy Efficiency Directive as a means of helping to reach the goal of more energy efficiency. Therefore, we will continue to hold close contact to the different stakeholders and convince them of the advantages of this technology.</span></p>

			<content:encoded><![CDATA[The study finds that in 2010, a total of 3 600 million Euro were invested in the renewable heating market segment - 3 400 million Euro were direct investments in new heating systems and only 215 millionen Euro were invested in manufacturing capacity. Compared to the RES electricity market, these numbers are negligible: a total of&nbsp; 26 800 million invested, 3 800 of which (more than the total heating market) went to an extension of manufacturing capacity. 
The unstable policy framework was seen as the key obstacle. Where renewable electricity is governed by the renewable energies act (EEG), a law that includes a feed-in tariff, a similar approach for the use of renewable heat is missing. 
The only country that discusses it is the UK with its renewable heat incentive (RHI) however it is far from clear, when and if it will come into effect in the near future. 
EHPA is convinced that the underlying argument of the study applies to all Europe and encourages Member States governments to treat renewable energy equally - independant of being electrical or thermal energy.

			<content:encoded><![CDATA[The electricity industry is fully committed to the EU’s 20% renewables target by 2020 – but how do we actually get there? The EURELECTRIC Renewables Action Plan (RESAP) is the result of 18 months of large-scale research and policy development involving more than 400 industry experts.
In the RESAP summary report presented at a EURELECTRIC conference in Brussels on November 10th 2011, EURELECTRIC recommends European policymakers to take the following five priority actions:
1. Ensure an integrated European energy market for the successful growth in renewable energy
2. Remove obstacles for investments in renewables and grid infrastructure
3. Promote flexibility on both the supply and the demand side
4. Facilitate the development of RES trade, the use of cooperation mechanisms and enhance progressive convergence of support schemes for RES
5. Base the long-term RES policy on the EU ETS as a key driver of cost-effective decarbonisation

Topics change with times. In 2007, all activity of the heat pump industry was focused on achieving the technologies acknowledgement in the Directive on the promotion of the use of Renewables (2009/28/EC). It was perceived a great success when this goal was reached and the Directive changed the definition of renewable energy to include air and water (ground had been part of it already).<br />It became clear very soon afterwards, however, that this was only the opening chapter in the book towards a future orientated, sustainable energy supply. Many chapters would have to be written until the story was told. The RES Directive implementation is currently in full swing and the efforts Member States make will most likely lead to a 20 % share of renewable energy in 2020. With target being appropriately addressed, the focus is shifting to energy efficiency. The proposed target of a 20 % increase in energy efficiency by 2020 is not mandatory (yet). It is nonetheless important to reach it, as further increase in energy demand may even put the renewable target at risk.
In consequence the European Commission, the European Parliament and the Member States are now working on finalizing the Energy Efficiency Directive. The first draft shows a strong focus on large scale technology, combined heat and power as well as thermal energy grids. The perspective taken seems to be too technology prescriptive for an energy landscape characterized by a switch from central to decentral production, by a shift towards more renewables and by a strong effort towards a continuous reduction in buildings energy demand. The draft text implies a strong belief in the efficiency improvement potential of large scale installations, both on the heat source and the heat sink sides. They should then be connected via district heating grids to balance peaks in heat supply and demand and to make best use of waste heat.
While energy should not be wasted, the outlined approach seems to be too single sided, as it overlooks (again) the potential of distributed heat production. If the heating sector as a sleeping giant is really taken seriously, central production<br />and heat distribution via grids can only be part of a full pack of measures. It must inevitably address small-scale heat production in buildings. Efficient production will have to be augmented by flanking measures on the demand side. When looking at this task from a heat pump perspective, their widespread use is obvious: the technology can transform waste and ambient energy, that is normally useless to a useful level. Heat pumps can be employed as individual installations and connected to low temperature energy grids. They will make the energy infrastructure more efficient – in a cost and an energy perspective.
If planned properly, the integration of efficient production, efficient use and smart demand side strategies will lead to a more sustainable heat supply with a much larger RES share. Overcoming boundaries towards change means overcoming<br />current high investment cost. The end consumer needs to understand that, in the long run, the choice towards an efficient, renewable energy solution pays of. Encompassing information can be provided by government agencies, supported by financing options. Contrary to current belief, governments and society will benefit from this effort, as it will contribute to higher energy efficiency, more RES use and lower GHG emissions. In addition, a larger share of heat pumps, in connection with smart grids, will balance heat supply and demand and will allow a larger share of intermittent renewable electricity.
This is the message to policy makers on all levels: an energy efficiency Directive as proposed today that does not address the big picture hardly deserves the name.<br />It should be technology neutral and focus on all available options, giving preference to the least cost solution and avoiding a distortion of cost by unequal taxation and/or subsidy schemes. This requirement is indespensible taking into<br />account the critical economic situation of many Member States, cities and regional administrations.

			<content:encoded><![CDATA[Householders in England, Scotland and Wales could get up to £1250/ €1430 of government funding to help towards the cost of installing renewable heating systems such as biomass boilers, <b>air and ground source heat pumps</b> and solar thermal panels:
<b>Air-source heat pumps:</b> £850/ €972 grant
<b>Ground source heat pumps</b><b>:</b> £1250/ €1430 grant
<br />To be eligible for receiving a grant, the heat pump must be selected from the <link http://www.microgenerationcertification.org/ - external-link-new-window>Microgeneration Certification Scheme</link> list, and be installed by someone registered under the same scheme, or an <link http://www.microgenerationcertification.org/equivalence-to-mcs - external-link-new-window>equivalent</link> one.&nbsp;
Participants will be asked also to provide detailed feedback on their experience through a set of surveys.&nbsp; This will allow Government to gather information to better understand renewable heat technologies.

<p style="margin-left:0cm; text-indent:0cm">Global investment in renewable energy increased more than 20% to US$211 billion. The number of PV panels more than doubled, while wind energy accounted for most of the electricity capacity.</p>

			<content:encoded><![CDATA[A new European Energy Efficiency Fund (EEE-F) has been launched by the European Commission on 1st July 2011 as part of the European Energy Programme for Recovery (EEPR).&nbsp;This special financial facility is dedicated to projects in energy efficiency and renewable energies, particularly in urban settings, achieving at least 20% energy saving or GHG/CO2 emission reduction.
&nbsp;The initial fund volume will be EUR 265 million :
<ul><li>EU contribution (EUR 125 million)</li><li>European Investment Bank (EUR 75 million)</li><li>Cassa Depositi e Prestiti SpA &nbsp;(EUR 60 million)</li><li>the designated investment manager: Deutsche Bank (EUR 5 million)</li></ul>
Other financial institutions at Member State level have been invited and could also join the fund later.
Furthermore EUR 20 million of the EU funding will be made available as grants for project development services related to technical and financial preparation of projects.

Growth was also significant in other parts of the developing world, including India<span style="font-family:&quot;Times New Roman&quot;"> (25%)</span> and Latin America<span style="font-family:&quot;Times New Roman&quot;"> (39%)</span>.</p>
<p style="margin-left:0cm; text-indent:0cm"><span style="">By contrast investment </span>in Europe dropped by one-fifth to $35bn. However this figure shows a brighter picture when it comes to small-scale renewables in Europe, especially for solar power in Germany.</p>
<p style="margin-left:0cm; text-indent:0cm">Connie Hedegaard, Commissioner for Climate Action, called for at least 20% of the EU's budget to be spent on climate-related issues in the future. &quot;This significant increase reflects that it is a key political priority for Europe to tackle climate change by transforming Europe into a clean, competitive low-carbon economy. But it also marks a paradigm shift.&quot;- she said.</p>
<p style="margin-left:0cm; text-indent:0cm">EHPA would welcome such a decision, as the heat pump market would benefit from future investment in green technology. A growing market in turn would lead to additional contribution on the use of RES and the savings of greenhouse gas emissions. 			<title>Launch of the European Smart Cities and Communities Initiative</title>

			<content:encoded><![CDATA[<p style="text-autospace:none"><span style="font-family:Verdana">Speaking to more than 400 representatives of cities, business, the financial sector and research institutions, EU Commissioner for Energy Günther Oettinger launched the EU's new Smart Cities and Communities Initiative.</span></p>
<p style="text-autospace:none"><i><span style="font-family:Verdana">&quot;The time is right for smart cities and communities: Cities and industry partners are eager to develop integrated sustainable solutions that offer clean, secure and affordable energy to citizens, reduce consumption and create new markets – in Europe and beyond. With the Smart Cities and Communities Initiative, the EU is kick- starting these new markets with an initial funding of EUR 80 million to support 6 to 12 innovative model projects in selected European cities (from 30.000 inhabitants).&quot; </span></i><span style="font-family:Verdana">Commissioner Oettinger explained at the launch. He added that </span><i><span style="font-family:Verdana">&quot;Cities are key to the EU's objectives of 20% energy saving by 2020 and to developing a low carbon economy by 2050, because 70% of the EU's energy is consumed in cities. They have a huge potential for energy saving through smarter use of resources and intelligent technology integration.&quot;</span></i></p>
<p style="text-autospace:none"><span style="font-family:Verdana">In an FP7 call to be opened on 19 July this year, teams of cities and industry partners can apply for EU-funding in three main fields:</span></p>
<ul><li><b>Energy: energy in cities, energy networks, buildings, supply technologies - including&nbsp;</b><strong>heating &amp; cooling systems</strong>,</li><li>Transport,</li><li>ICT as a motor across all of these – cross-cutting related to energy or transport (e.g. ITS).</li></ul>

The Auchan Group is in partnership with&nbsp;the company Economie d'Energie&nbsp;for its energy saving actions. It will notably grant<b> premiums for energy saving measures such as new renewable heating systems, including heat pumps with the EHPA-Q label.</b>
